In a landed home, PUB maintains the water mains and connecting pipes up to the meter, and everything downstream of the meter is the owner's to maintain (PUB handbook). That usually means more pipe, more joints and more fixtures than a flat, and a hidden leak can run a long time before it shows.

Do the meter test if the bill jumps: turn off every tap, note the meter reading, wait 30 minutes without using water, and check again. Movement means a leak on your side.

Regulated pipe work needs a PUB Licensed Plumber; chokes and taps do not (PUB).
