That usually means more pipe, more joints and more fixtures than a flat, and a hidden leak can run a long time before it shows. 
Do the meter test if the bill jumps: turn off every tap, note the meter reading, wait 30 minutes without using water, and check again. Movement means a leak on your side. 
Regulated pipe work needs a PUB Licensed Plumber; chokes and taps do not ([PUB](https://www.pub.gov.sg/Professionals/Requirements/Licensed-Plumbers/Plumbing-Works)).
